  17. <p>     The evidence says Salvadoran soldiers killed tens of
  18. thousands of people during the 12-year civil war. Yet only one
  19. senior military officer has ever been convicted in a human-rights
  20. case. Under the new amnesty law, even that won't stick. The
  21. government has released Colonel Guillermo Benavides, previously
  22. sentenced to 30 years for the 1989 slayings of six Jesuit
  23. priests, their housekeeper and her daughter. Amnesty will also
  24. prevent future trials for those accused of wartime excesses,
  25. including Defense Minister Rene Emilio Ponce, accused of
  26. planning the murders.
